Obiettivi formativi
This seminar aims to engage students into the most advanced aspects of juridical models of urban areas management. The goal is to offer a comprehensive view of policies and legislative lawmaking that enables cities and communities to incorporate the cultural heritage dimension into urban landscape. The materials and sources discussed will instigate participants to confront complex choices at stake, including whether to protect their material heritage or allow new development to take its place. These decisions involve social trade-offs, institutional constraints, and conflicting visions of value. This seminar explores such dilemmas through a comparative lens, focusing on urban area management models in European contexts.

Students will explore how multi-tiered legal instruments interact, overlap, or contradict one another in shaping the management of urban heritage.
The seminar will develop critical thinking about the integration of heritage into broader urban development agendas, introducing students to case studies from different legal systems (Italy, Spain, Portugal and France).

Programma
The program consists on studying and analysing four models that has been already implemented in four case studies that will be examined in terms of policy making and juridical framework. The comparative scope includes:
- a) France, exploring the challenges of managing a UNESCO-listed urban area under pressure from tourism and urban renewal.
- b) Spain, analysing the tensions between cultural commodification and public access in a Gaudí-designed park.
- c) Portugal, studying ecological heritage and its integration into urban planning.
- d) Italy, considering a former royal hunting estate transformed into a complex public heritage landscape near Turin.

Lectures in presence, discussion on assignments and creation ofworking groups.
Students will be encouraged to engage in discussions and participate in groups to evaluate what policies are the most fitted to obtain the desired results.

The course concludes with a team-based simulation exercise where students will design their own policy models for managing urban heritage in the context of urban sprawl areas.
