Obiettivi formativi
The module provides the analytical tools to understand how the legal system of the European Union ("EU") works, also addressing some of the most recent developments.
Students will gain variou skills, notably the ability
- to thoroughly analyse and interpret legal sources, literature and cases
- to research and formulate an independent opinion on international legal questions
- to clearly present your findings both orally and in writing to legal specialists as well as non-lawyers
- to actively participate in debates over contemporary EU law issues
- to apply your advanced academic knowledge of EU law in a professional context
- to conceptualize, apply, analyse, synthesise, and evaluate information in order to form a judgement and reach an answer or conclusion (critical thinking)

Students should:
- demonstrate a good understanding of the topics addressed during the module
- be able to analyse and solve EU legal questions (both open/essay and problem questions), applying the correct concepts of EU law
- be able to discuss recent developments and formulate an independent opinion, arguing your point of view (or arguing your case for and against)

Programma
The module will cover the following topics:
- Evolution and main features of the process of European integration and of the EU legal order in its historical evolution and in contemporary perspective
- Analysis of the competences of the EU, of the principles of attribution, subsidiarity and proportionality
- Analysis of the EU institutions, their competence and powers and of their decision-making
- Analysis of the sources of law and EU acts, and of the principle of pre-emption
- Emergence and significance of the principles of direct effect and supremacy of EU law
- Analysis of the Court of Justice of the European Union and the procedures before it
- Protection of fundamental rights in the EU
- Foundations of the EU internal market and its four freedoms (goods, services, workers, capital)
- Citizenship of the EU

The duration of the module is 54 hours (9 credits).

The module will be assessed through a written exam (3 open questions). The exam will last one hour.

Please note: the exam is on the syllabus ("programma") above and its topics. It is not on a "book". This means that you need to be familiar with and learn the substance of the various topics. To do this, attendance is highly recommended. As a matter of fact, attending students on average perform much better than non-attending ones. Class attendance should be combined with the study of a textbook and the materials indicated in class and/or uploaded in the course's Moodle section.
