Administration in the EU is shared between EU institutions and bodies (such as the Commission and the agencies) and the Member States - MS.
While this is giving rise to some very specific arrangement, the basic institutions of administrative law are the same in the EU and in the MS. More specifically, ideas developed in some MS have been adopted and adapted to the EU. In turn, the EU is influencing administraitve law in the MS.
After an Introduction to the main administrative law systems (France, Germany, England and the US), a number of important aspects of EU administrative law will be examined in their dynamic development.
- Intro do adm comp law
- EU governance
- Direct and indirect administration
- Shared administration
- Agencies
- Transparency and participation
- Judicial review
- Liability
The case method and student presentations will be used, notably with reference to the three last mentioned topics.
Some relevant international law instruments such as the Aarhus Convention on environmental democracy will also be analised.
