Obiettivi formativi
The aim of the course is: to let the students become capable to apply the rules governing the administrative powers, the administrative proceedings and to verify their abidance and compliance in order to grant the interests and the rights of the citizens; to apply the rules and the fundamental administrative principles of national, EU and international law.

The course introduces students to the general principles of administrative law. On successful completion of the course the students will be able to: apply the rules governing the administrative powers and decisions and to verify their abidance and compliance in order to pursue the public interest by balancing the people rights; to read and to interpret the relevant case law.

Programma
The course aims at giving the students an overview of the rules governing the relationship between Public Administration and private actors (people or companies). The students will have the possibility to address different topics concerning the role of the rule of law in the regulation of the public powers as well as the limits to private actions posed by the government and the local authorities, the mechanisms for ensuring legality, transparency and accountability in executive decision-making.
The course aims at reflecting a wider dimension of the administrative law, starting from the analysis of the rising of Administrative law in a historical perspective and by underlining the Consitutional frameworks that governs the character of the administrative law. The course will then deepen the rules governing the public law-private law divide also by analyzing the rules of public contract and the privatization v. public values protection. Finally the topic of security, sovereignty and globalization will be addressed, alternatevely to the impact of AI on the administrative proceedings and decisions.- Oggetto:
Modalità di insegnamento
The course is based on devoted teaching units (9cfu), which are delivered in nine weeks.

The weekly delivery of teaching units consists of the provision of materials to support the study of the subject and the provision of weekly exercises, according to the syllabus that is available on the Moodle webiste of the Course.
Online teaching is complemented by three face-to-face lectures (introductory, intermediate and final), which are broadcast live.
The calendar with the dates of the teaching units and the weekly exercises, as well as the presence lessons, will be available on the webpage of the official Calendar of the GLTLS Online Courses.

Modalità di verifica dell'apprendimento
Exercises.
Attendance includes reading and studying the lecture and completing the corresponding exercises on the course's online platform.
Completing the exercises will count as proof of attendance.
Failure to complete and submit the exercises will be counted as an absence.
Absences will not exceed 30% of the total activity. If this limit is exceeded, students will be excluded from the course and will be required to sit the Ordinary Exam (see below).
Final examination.
There will be a compulsory final test.
A final multiple-choice test will be given at the end of the course. Only students who have completed the weekly exercises may take the test.
Students will pass the final exam if they achieve a mark of 18/30.
Oral examination.
At the end of their successful participation in the course, students will take an oral examination in a simplified form, for which they should refer to the Regulations for the course Administrative Law (Distance Learning) published on the Moodle platform.
The oral exam may not be taken if the final mark is lower than 18/30, in which case please refer to the regulations for the course Administrative Law (Distance Learning) published on the Moodle platform.
INSTRUCTIONS for those who DID NOT obtain a pass in the final examination and for those who DID NOT ATTEND the Course:
Ordinary examination
Compulsory written exam (test) followed by an elective oral exam
The written exam will consist in a multiple choice test based on 32 questions.
Non-answers and wrong answers are scored 0.
The mark obtained may be converted as indicated below, thus being able to directly record the mark for the written paper.
The maximum score for the written test is 24/30, according to the following table of conversion:

No specific support activities are foreseen, as they are consistent with the typical online nature of the course (as is the case for all online Classes in the GLTLS online programme), which provides for ex-ante support activities throughout the duration, with the provision of ad hoc disciplinary tutoring by default.
