Obiettivi formativi
The European Union acts in the international arena on a wide variety of matters and by different means, often through or alongside the Member States. The very structure of the EU legal order affects the fields of action and the means whereby the Union participates in the life of the International Community. At the same time, when it acts externally and internally, the EU is bound by international legal rules. The course aims at enabling students to know and understand the legal underpinnings of EU external action: its internal legal foundations, the legal tools for its exercise and the relationship between EU law and international law.

Good knowledge and understanding of theoretical elements in EU external relations law. Students should be able to identify theoretical issues and discuss their implementation in concrete cases, with reference to the ECJ's case law and to institutional arrangements with third countries and international organizations.

Modalità di insegnamento
The topics included in the programme will be addressed mainly through the discussion in class of home readings and the performance of case-studies, with the support of frontal lectures and meetings with experts. Home readings will be gathered in a Syllabus uploaded on Moodle in advance of the start of each module. Students wishing to attend are asked to register themselves on Moodle prior to the beginning of the course. Complementary materials will be progressively uploaded on Moodle.

Modalità di verifica dell'apprendimento
For students attending the course: 25% participation in class (proper preparation of readings, interaction in the discussion), 25% case-study, 50% oral exam.
For students not attending the course: oral examination; knowledge and understanding of the topics will be ascertained with respect to theory and case law, on the basis of the textbook chosen by the student (see recommended readings below).

Programma
The programme will be divided in three modules:
1) Foundations of EU external action - EU primary law and international law: international subjectivity; values, objectives, competences.
2) Capacity of the EU at the international level - internal rules and international frameworks: conclusion of international agreements, participation in international organizations, diplomatic missions, settlement of disputes.
3) International law and EU law: status of international law within the EU legal order, international agreements of the Member States, international responsibility of the EU.
